LEADER closed call for Sub Theme 1: Rural Towns.


Mayo Local Action Group for LEADER invites Expression of interest of (EOI) under Objective 3 of the Local Development Strategy to support the regeneration of Rural Towns in County Mayo.

Funding under this call will be allocated to projects that support the enhancement of rural towns and contribute to making them a more attractive place to live, recreate and do business.

Attracting people and investment to town centres is key to the sustainability of rural areas. There are opportunities through LEADER to exploit our recovering economy to secure the regeneration of our towns and villages.                         

Overall budget:                           €276,520.00                       

What can be funded?                   

  1. Streetscape enhancement.
  2. Tidy Town initiatives.
  3. Maintenance/Restoration/Upgrade of built environment in town & villages.
  4. Development of recreational spaces (excluding playgrounds).

What can’t be funded?                

Projects with other sources of available funding.

Work that fall under the remit of Mayo County Council.

Who can be funded?                    

Community & voluntary groups and organisations in rural towns and villages.  Group of private sector interests but not considered secondary economic beneficiaries.

Application process:                      There is a two stage process:

Stage 1: Complete the “Expression of Interest” form to determine if your proposal meets the objectives of the County Mayo Local Development Strategy and complies with the LEADER Programme guidelines.

Stage 2: Applications that are successful at Stage 1 will be invited to submit a full application with the required supporting documentation. Invitation to application stage does not mean that you will be awarded grant aid as it is a competitive process with limited funding.

Comhar na nOileán CTR, is looking for a part-time Project Officer (21 hours per week) to work on the LEADER Programme in West Cork. The position will be based in the West Cork Area and the working hours will be from 9.00am to 5.00pm.

Applicants should have a thorough understanding of rural & island communities, fluency in Irish desirable and have experience of working on the Rural Development Programme (LEADER), and on Social Inclusion initiatives.

Mayo Local Action Group (Mayo LAG) are now advertising our Tourism Accommodation Funding Call. This Funding Call falls under the Rural Development Programme (LEADER) 2014 – 2020.

A total €350,000 will be awarded under this funding call. Details of the grant rates available are in the table below. This funding call is not limited to large applications seeking the maximum grant rate. Smaller projects may also apply.

The call sets out to encourage innovation and support the sustainable development of tourism accommodation and accommodation experiences throughout Mayo.

Accommodation Funding Call Criteria

Applications for funding under this Call must clearly demonstrate the capacity of the proposed accommodation project to deliver on the following six development outcomes:

  1. Innovation and new tourism product development:

Will the proposed investment by Mayo LAG deliver new accommodation experiences for which there is demonstrable visitor demand? One of the objectives of this funding call is to be a catalyst for the development of new and preferably innovative accommodation experiences.

  1. Accommodation Gaps: Will the project fill an accommodation gap / need in the area, increasing visitor capacity overall and distributing visitor traffic and spend?
  1. Benefits to environment: Does the project offer more sustainable visitor accommodation solutions to the benefit of environmental assets underpinning tourism in the area?
  1. Increasing visitor spend: Will the proposed development lead to an increase in the number of international and domestic visitors to the tourism business or to the length of time they spend in the surrounding area? What is the likely impact of that increase in terms of additional visitor spending in the area?
  1. Creation of employment opportunities in tourism and hospitality: Will the proposed development directly or indirectly create or sustain employment in the area? 
  1. Financial sustainability: Will the proposed development be capable of generating or otherwise covering reinvestment requirements into the future and be financially sustainable?

Important Project Considerations

1 Planning permission is a funding requirement. We advise all applicants to have a preplanning guidance meeting with their local Mayo County Council planner.
2 Any project which may cause displacement of existing accommodation providers may not be funded.
3 Applicants that are not tax compliant are not eligible and applicants will be required to demonstrate evidence of tax compliance at application stage.
4 Applicants that are not in a position to establish that they either (a) own the project site or (b) have the right to undertake the proposed project on the identified site may not be funded.

1.1 Rural Tourism Animation and Technical Assistance

2.1 Enterprise Development Animation & Technical Assistance

  • A call for assistance in developing plans for range of supports e.g. development of incubation hubs, project development, cluster activities for small enterprises, social enterprise, farm diversification, diversification of fishing sector. Budget available €67,712.

2.2 Enterprise Capacity Building, Training & Mentoring

  • A call for training, mentoring, capacity building initiatives e.g. Various skills and capacity, Social Enterprise ideas and skills, Re-skilling, New Technologies, Marketing and Promotion, Feasibility Studies, New product development. Funding available between €5,000-€15,000 per initiative.

Rural Towns

3.1 Rural Towns Animation & Technical Assistance

  • A call for technical assistance for the development of initiatives which include Streetscape enhancement, tidy town initiatives, development of markets. Budget available €16,928.

3.2 Rural Towns capacity building, Training and Mentoring

  • A call for training, mentoring, capacity building for the development and enhancement of Festivals. Budget available €16,928.

Social Inclusion

5.1 Animation & Technical Assistance for the provision of Basic Services

  • A call for assistance with a range of projects to include Education projects, Health Projects, the Development and Provision of Social Amenities, Recreational Amenities, Retail and Financial Services, and personal support services. Available budget €90,282. Funding available between €5,000-10,000 per initiative.

5.2 Capacity Building, Training and Mentoring for the Provision of Basic Services

  • A call for assistance for the provision basic services that include but not limited too; community leadership training, corporate governance, community relationship building, mental health and well-being, the development of multi-functional spaces and community infrastructure. Available budget €90,292. Funding available between €5,000-10,000 per initiative.

5.3 Capital & Collaborative Investments for the Provision of Basic Services

  • A call for the development, enhancement and maintenance of community assets and services that includes but not limited too; Community halls, toilet facilities, improved access, mixed use community hubs, communities amenities and initiatives that promoter community pride, heritage and culture. Available budget €180,564. Mainland budget available €126,395.  Island budget available €54,170.  Funding available between €10,000-20,000 per initiative.

Rural Youth

6.1 Animation & Technical Assistance for Rural Youth

  • Technical assistance/Animation for the setting up or supporting of Youth Café’s/Clubs, Youth Entrepreneurship programmes, sports, recreation initiatives, Arts initiatives and general youth development. Available budget €60,188.  Funding of €1,500 – €3,000 per initiative.

6.2 Capacity Building, Training and Mentoring for Rural Youth

  • A call for assistance for the provision of training, capacity building, mentoring for initiatives such as; Youth volunteer recruitment and retention programmes, Youth project management skills, Youth entrepreneurship, Social enterprises. Available budget €60,188. Funding available between €1,500-5,000 per initiative.

6.3 Capital & Collaborative Investments for Rural Youth

  • A call for the development, enhancement and maintenance of multi-use facilities in 2 catchment areas & Islands; Available budget €120,376. Mainland budget available €84,263.  Island budget available €36,113.  Funding available between €7,000-20,000 per initiative.

Straitéis Forbartha Áitiúil don Chlár LEADER 2014-2020

Ba mhaith le Comhar na nOileán a chur in iúl go bhfuil an chéad dréacht don Straitéis don Chlár Forbartha Áitiúil curtha i dtoll a chéile le LCDC Chontae na Gaillimhe, An Comhairle Contae, Comhlacht Forbartha Tuaithe na Gaillimhe agus le tacaíocht ó Údarás na Gaeltachta.  Clúdaíonn sé seo an Contae ar fad agus san áireamh anseo tá Ceantar Bhardas Chonamara ar a n-áirítear na hOileáin agus Gaeltacht na Gaillimhe.

Tá Comhar na nOileán ag déanamh éilimh ar an gclár a sheachadadh ar na hOileáin mar a rinne siad mar Chomhdháil Oileáin na hÉireann riamh anall ó 1994  agus i nGaeltacht na Gaillimhe ó 2012.

Tá Comhar na nOileán i dteagmháil rialta leis na Comharchumainn agus na Coistí Aitiúla Pobail, fud fad oileán na hÉireann, lena chinntiú go bhfuil tosaíochta na nOileán agus na Gaeltachta chun tosaigh sa gClár nua.

LEADER 2014 – 2020

The Local Community Development Committee (Cork County Council),

and Comhar na nOileán Teo are putting together a county strategy for the LEADER Programme 2014 – 2020.

Community consultation events for community groups, local committees & voluntary organisations are taking place throughout September on the Cork Islands.

Tue     Sept 29          Oileán Chléire/Cape Clear/Ionad Pobail              8.00pm

Wed    Sept 30          Sherkin Island, Community Centre                       8.00pm

Thurs Oct 01            Bere Island, Community Centre                              8.00pm

(Outside of the above times we will meet with private individuals on the    Islands. We will be on all 3 Islands for a number of hours each day and will be free to meet with individuals and groups.)

 The Small Cork Islands of Heir, Long, Whiddy, and Dursey are welcome to attend any of the above meetings but please call if you want to meet us outside of the above times and it will be arranged.

Every Island and community will have the opportunity to have its needs and ideas for local community projects and private projects included in the community element of the Local Development Strategy for the Cork Islands.

Beidh deis inchur agus plé a dhéanamh tré Ghaeilge ‘sna Ceantair Ghaeltachta agus beidh daoine ar fáil chun freastal ar phobal na Gaeilge.
