Is cuideachta faoi theorainn ráthaíochta gan scair chaipiteal í Comhar na nOileán CTR. Tá stádas charthanachta aici agus is ar bhonn deonach atá an Bord atá freagrach as comhordú agus treoir straitéiseach a thabhairt don chomhlacht. Níl íocaíocht i gceist le bheith mar bhall den Bhord.
I 2009, i rith an próiseas comhtháite chuir an Rialtas teimpléad nua le chéile do Meabhrán agus Airteagail, chomh maith le coinniolacha ballraíochta Cuideachtaí Forbartha Áitiúla.

Structure
Comhar na nOileán CTR is a company limited by guarantee without share capital. It has a charitable status and the Board is totally voluntary in nature and is responsible for ensuring the co-ordination and strategic direction of the company. There is no remuneration for being a Board Member.
In 2009, during the cohesion process the government developed a new template for the Memorandum and Articles as well as provisions for membership of the Local Development Companies.
Following this template it brought the total number of Board Members to 24; breakdown as follows:
